In the early years of its independence Ukraine was represented at the international markets of arms by three foreign trade organizations, namely:
In 1996 the Cabinet of Ministers of Ukraine established 'UKRSPECEXPORT', the state-owned company, according to the Resolution of the Cabinet of Ministers of Ukraine dated August 14, 1996, No.944, within the framework of reforming of the military-technical system of cooperation between Ukraine and foreign states aiming to consolidate and coordinate export/import of armament, military equipment, military and special-purpose services. Three foreign trade organizations as mentioned above were merged as subsidiaries in the parent Company ('Ukrspecexport').
October 9, 1996 is deemed the official Company's date of incorporation when the Charter of 'Ukrspecexport', the state-owned company, was approved by the Resolution of the Cabinet of Ministers of Ukraine dated October 9, 1996, No.1247. 'Promoboronexport', the state foreign trade and investment enterprise, 'Sperstechnoexport', the state self-supporting foreign trade company, and 'Tasco-export', the state foreign trade company, have been further joined 'Ukrspecexport' as subsidiaries. During the time of its existence 'Ukrspecexport' has arranged export-import delivery of military and special-purpose equipment, armament and services to more than 90 (ninety) countries worldwide.
